A: BA is how many Character-altering actions you are allowed to perform. These include

A: Letting BA accrue (store up) when unused rather than being wasted means you don't have to be logged in to CB every waking hour of your day to be competitive. However, someone who doesn't play for a month (to give an extreme example) shouldn't get thousands of fights when he comes back; that's unfair to people who've been active that whole time. A cap of 160 is a nice balance between zero and unlimited accrual.
A: As you go up in PR, past a certain point it becomes more difficult to find opponents. To keep it fair for people who can't play 24/7, you are given less BA per minute, but your experience per fight (and RPM per BA in the forge) is adjusted proportionately to compensate. When exactly this happens is constantly changing because it is based on the highest PR in the game.
A: If you have a higher-level Character, it gives you the BA for the higher level. If you want to be sure to get the higher BA rate while using a lower Character, retire the higher one temporarily.
A: This is the converse of the situation described above. Yes, you do get a higher BA rate when actively using a lower-MPR character. "Actively" means "using enough BA that you'll never end up with extra BA for a higher-MPR char."
A: Yes; when your BA is (re)loaded for various reasons you will get BA proportional to the amount of time passed; it is possible to get fractional amounts of the normal refresh rate this way.
