I can only assume it's because the big six melee weapons are considered similar enough to allow people to change between them whereas the ranged weapons are quite different (both in terms of their effect and the types of strategy they are used with).
That's the best explanation I can come up with, I'd quite like to see the salvage yard change ranged weapons as well.

That doesn't make sense to me, if they are quite different, it should be more justified to have salvage yard to accept them, because one couldn't continue to use it and achieve the same battle result as intended to the strategy change envisioned. Where as the big six melee, they can still achieve roughly the same battle result
upgrade costs are the problem, the big four have exactly the same costs while the VB and whatever else makes up the 6th weapon are marginally more expensive.
Ranged weapons have very different upgrade costs which make it more difficult to *mould into a new one* if you will.

^Actually, the ELS is unforgeable
while the els is forge only now it has/had the same upgrade curve when it was upgradeable at the blacksmith.
