Okay, this is a hypothetical.
I'm in the 7/20 region right now.
Let's say I train and my MPR jumps to 60% of Rangers.
After the flush I would be at 6/20.
What if Ranger trains, and I drop below 60%, would I go back to 7/20, or am I now grandfathered in forever?

And you don't even have to train, it's based on your VPR, not your MPR ;)
Not so sure about the "60% of top *PR" though... there it might be MPR, but it makes no sense to not be VPR there too.

It is based upon your VPR at cache flush.
If you are at 60% of LA's VPR at that time you get 6 BA regeneration. If not, you drop to 7.

It is in fact based up MPR. Not VPR. I tested this a while ago when I saved a bunch of xp and 3 people jumped up to the 6 BA regeneration level.
But the BA cutoff levels are calculated at Cache Flush and one can drop a level.
IE, there is no grandfathering in or out of a BA regeneration level.
But again, it is based upon MPR not VPR.
From the original change log:
Instead of exempting the top 10 players from penalties from fighting down, everyone getting 6 BA every 10 minutes (yeah, this category was re-introduced) will get no penalty. (The 6 BA category starts at 90% of the top player's MPR -- not VPR.)
Others will also get reduced penalty corresponding to their BA rate. Someone getting 7 BA will have 25% of the "normal" penalty for fighting down. Someone getting 8 BA will have 50%, etc. Only those at 10 BA will get 100% of the penalty.
