My Hal familiar's str/dex is getting hit by a minion that has a tiny junction trained on it along with a massive EC trained on it...
Is this supposed to happen (if not, do you need a screenshot?)?
Or maybe the lvl of the hal fam is 'lowered' by the low junction? (0.04 at the moment)

Junction has to be used in a all-or-nothing manner. Otherwise your DX and ST are cut down to only a percentage equal to the effect of Junction.
I should have posted when I ran into this with my sf. Junction lower than 1.0 seems to cause complete failure.
