depends to me on the use of the MS kind of...
but I would say with a ToA that the DBS are more long term, the EBS seem to give more early on...

I prefer EBs myself. I like the boost to skill and dex, which is always the same percentage regardless.
DBs on the other hand at higher levels need to be at least over +50 to be useful, otherwise they might as well not be there. And if funding is tight, then you're never going to get them up to the +100 or over that makes them indispensable.
Also, EBs help you against all opponents, whereas DBs don't.
So, personal preference in my case, but also what opponents are you going after?

You also have the alternative of training evasion instead of archery, which is a much cheaper way of getting the same effect as the DBs.

An EB will be better since it will increase the DEX from ToA and also your skill, plus the increase in the much needed AC. DBs need to be pretty big to be effective.
