The lyrics are from David Bowie's version of Pablo Picasso, originally written & performed by The Modern Lovers (they didn't start getting called Jonathan Richman & The Modern Lovers until after they broke up, when compilations of their music were released).
Jonathan Richman, leader of The Modern Lovers, did in fact play the singing narrator in "There's Something About Mary".

And after the Modern Lovers broke up, Jerry Harrison met David Byrne, and the rest is, as they say, "history" :)
